COMPASS is the statewide system through which all districts, charter organizations, and Tribal schools may receive evidence-based support. COMPASS offers professional development opportunities with various levels of support and which include a variety of resources, evidence-based practices and facilitated guidance in formats that work best for schools.

Collaborative Minnesota Partnerships to Advance Student Success

The COMPASS Statewide System of Support, inclusive of the READ Act-funded Regional Literacy Network, establishes a team of specialists who will work in close collaboration with MDE. This expands continuous improvement opportunities to all districts, charter schools and Tribal schools and builds upon the assistance previously offered through the Regional Centers of Excellence. Support for ESSA targeted and comprehensive schools will now be offered through all nine service cooperatives’ regional COMPASS teams.

Coaching Solutions (New for 2026-27)

Over the last several years at NWSC, as we worked alongside districts implementing the READ Act, we have come to realize that some systems are in need of a more direct, individualized support approach. New in 2026-27, NWSC will be offering customized, one-on-one literacy support partnership.

Strategic consultation and coaching to align district goals and implementation plans with evidence based best practice and READ Act legislation
Data and curriculum coaching to support data-based decision making for continuous improvement
Embedded coaching to build leadership and instructional capacity Curriculum alignment to ELA Standards and Evidenced Based Best Practice
Professional Development on a myriad of literacy topics, including secondary and disciplinary literacy, morphology, phonics, and more!

MnMTSS Pathways Launching this September 2026
